Were PSL All Stars Correctly Denied Penalty? Hlungwani Responds

Posted on December 17, 2025

The Carling All Stars team should’ve been awarded a penalty for Olisa Ndah’s foul on Naledi Hlongwane in the Carling Black Label Cup final, according to former PSL referee Victor Hlungwani.

There was a huge remonstration already from All Stars coach Manqoba Mngqithi who felt that his side were denied at least three penalties on the day which saw Orlando Pirates win the tie 2-0.

Speaking on Soccerzone, ‘The Principal’ explained that a spot kick should’ve been given to All Stars because Ndah had committed an offence by fouling Hlongwane inside the penalty area.

“There was holding offence by Olisa Ndah,” he said.

“He’s holding Naledi inside the penalty area, so holding must have an impact. Impact means it must prevent someone from playing the ball or going into an advantageous position.

“So, here, Naledi was prevented; penalty must’ve been given.

“So, penalty was not given. Incorrect decision by the referee not to give a penalty.”
